October 3, 2016 – Interreg–IPA Cross-border Cooperation Programme Hungary–Serbia, co-financed via European Union’s IPA fund (Instrument for Pre-accession Assistance), launched the Second Call for Proposals, with the total amount of IPA funding of 21,500,000 EUR intended for a broad range of Applicants and actions within the Hungary-Serbia border region.
Second Call for Proposals HUSRB/1602 will be open for submission of Applications until January 31, 2017. The call is intended for projects which aim to make a positive impact in the Hungary-Serbia border region by addressing one of the four priorities of the Programme:
- Improving cross-border water management and risk prevention systems;
- Reducing traffic bottlenecks in the cross-border transport network;
- Encouraging cooperation in tourism and cultural heritage preservation; or
- Enhancing SMEs’ economic competitiveness through innovation-driven development
Supported projects must be implemented within the Programme area, which includes: Csongrád, and Bács-Kiskun counties in Hungary, and Serbian territories: West Bačka, North Bačka, North Banat, South Bačka, Middle Banat, South Banat, and Srem.
Projects must contain the cross-border element – be comprised of at least one organization from Hungary and one organization from Serbia – both having their seat in the Programme area - submitting a project proposal together, and if selected, implementing it together. The eligible Applicants are non-profit organisations, including public authorities, bodies governed by public law and non-profit organisations governed by private law. Application must be submitted online via IMIS 2014-2020 Application Module, which may be accessed through the Programme website www.interreg-ipa-husrb.com.
Duration of financed projects must be at least 6 months and no longer than 24 months.

During the application period, the Programme will provide the Applicants with assistance through its Joint Secretariat (JS) and the JS Antenna. Additionally, the potential Applicants will have the option to search for partner organizations through the online tool Partner Search on the Programme website.
The provisional notification date of the results of the Second Call for Proposals is June 2017.
Second Call for Proposals HUSRB/1602, as the name suggests, is the second call for proposals in a row within the Programme. The previous – Strategic Call for Proposals HUSRB/1601, allocated 24,800,000 EUR IPA funding, was launched on March 29, 2016, and closed on September 30, 2016. Indicative date of announcing the results of the Strategic Call is January 2017.
The Interreg–IPA Cross-border Cooperation Programme Hungary–Serbia, based on the Regulation (EC) No 231/2014 of the European Parliament and of the Council and the Commission Implementing Regulation (EU) No 447/2014 (IPA II Implementing Regulation), was approved by the European Commission, by its decision C(2015) 9488 on December 15, 2015.
